'Localhost refused to connect'; appears in my browser when I attempt to run the code in Microsoft's VS.

Whenever I try to run my code, the aforementioned error appears. It had worked previously, as in, it showed the 'Start' button. when I went into the console, to test the createToken(), it told me it couldn't find the files. after I reloaded, the error appeared.

can anyone explain it? I would be grateful.
