Apparently it's no longer available on that website (when I click it, the MDN has a message saying it doesn't exist.)

Our apologies, it seems that MDN has restructured their content. What used to be in the "Identifying Resources on the Web" section are now in the "Reference" section.
Here is the new link https://developer.mozilla.org/en-US/docs/Web/URI/Reference/Fragment, I will update the teacher's note.
